Ladakh Centre Talks Resume After Government Let’s Talk Treatment

Talks between civil society groups from Ladakh and the High Powered Committee (HPC) of the Union Home Ministry are set to resume on Wednesday, September 9, in New Delhi. The discussions come after several confidence building measure were undertaken by the stakeholders, building on the ground work laid during the previous round of negotiations. Members of the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA), two important socio religious and civil society groups representing concerns from different parts of Ladakh, arrived in Delhi on Tuesday ahead of the meeting. The fresh round of talks is scheduled to begin around 4 p.m. in New Delhi. Sixth Schedule remains a key demand A major issue expected to feature prominently in the discussions is Ladakh demand for inclusion under the Sixth Schedule of the Constitution. Sajjar Kargili, a member of the Kargil Democratic Alliance, said the group remained hopeful about the talks and would press for constitutional safe guard covering land, culture, employment, ecology and identity. The demand for Sixth Schedule status has been among the central issues raised by civil society groups in Ladakh, which have sought greater safeguards for the region's distinctive social, cultural and environmental interests. Confidence building before fresh talks The upcoming meeting follows measures described as confidence building steps by the stakeholders. These measures, along with discussions held during the previous round, have provided a basis for restarting formal dialogue between Ladakh's representatives and the Centre. The resumption of talks is being viewed as an opportunity to address the issues that have remained at the heart of the region demand. However, the key questions including constitutional safeguards and the extent of protections for land, jobs, culture and ecology remain part of the ongoing negotiations. Dialogue remains the focus With LAB and KDA representatives back in New Delhi, Wednesday meeting is expected to provide another platform for both sides to discuss their respective positions. While the latest confidence building measures have helped bring the parties back to the negotiating table, the outcome will depend on how the stakeholders address the outstanding demands. For Ladakh civil society groups, the push for stronger constitutional protection remains a central part of the dialogue.
